New EU Rules on Perfume Ingredient Labeling (2025)

The European Union has introduced new rules for labeling perfume ingredients to enhance consumer safety and product transparency. These rules take effect on July 31, 2026, for new products, while existing products must comply by July 31, 2028.

Expanded Allergen List

The number of mandatory allergen declarations has increased from 24 to 82, including 28 natural extracts and 54 chemical compounds. Allergens must be listed on the label if present in concentrations exceeding 0.001% for leave-on products and 0.01% for rinse-off products.

UFI Codes

As of January 1, 2025, all products containing hazardous mixtures, including perfumes, must have a Unique Formula Identifier (UFI) on the label. The UFI is a 16-character code that allows for quick identification of a product's chemical composition in emergencies.

Digital Labeling

Due to limited packaging space, the EU encourages the use of digital solutions, such as QR codes, enabling consumers to access detailed information about ingredients and allergens.
